Urban Road Safety Program
As part of the 2024/2025 Capital Works Program, the City of Subiaco is proposing to undertake road safety improvements in the Subiaco Station and Subi East precincts with the aim to reduce vehicle speed to create a safer environment for all road users. These two projects are fully funded under the Urban Road Safety Program (URSP) by Main Roads WA to improve Road Safety.
Background
A substantial proportion of all crash risks, including fatalities and serious injury crashes, are represented on local roads and intersections. It is evident from various studies that the vehicular speed is the most common contributing factor for severe crashes occurring in our local streets and intersections (see FAQ: What is the correlation between speed and surviving a crash?).
To address these safety concerns, the State Government, via Main Roads WA, has developed a program called Low-Cost Urban Road Safety Program, to reduce serious crashes on local roads and create safer, more welcoming streets, where people are more likely to ride and walk. This program has been proposed to be rolled out in the Subi East and Subiaco Station precincts (which includes a wombat crossing between the Subiaco Train Station and the Coles Marketlane shopping precinct).
Safe System Principles
The Safe System approach underpins WA’s ‘Driving Change’ Road Safety Strategy for Western Australian 2020 - 2030. It was pioneered in Sweden and acknowledges the physiological and psychological limitations of humans and puts ultimate responsibility on the designers and operators of the road system to accommodate these human limitations,
Aim of the Low-Cost Urban Road Safety Program
The Low-Cost Urban Road Safety Program is designed to convert neighbourhood streets into low-speed environments that are more accessible and safer for all road users, including cyclists and pedestrians. The program aims to implement low-cost road safety treatments in an area-wide basis to assist in the reduction of fatal and serious injury crashes on local roads. This involves installing traffic calming treatments, appropriate signage and line markings to reduce vehicle speeds within these precincts to 40 km/hour (from 50km/hour).
