It's time to review the Subiaco Activity Centre Plan, and we invite you to take part.

The Subiaco Activity Centre includes the Subiaco town centre, the Hay Street East precinct, and part of the former Subi Centro redevelopment area. The project area is shown in the red boundary on the map below.

The Subiaco Activity Centre is classified as a secondary activity centre in the State planning framework, which requires that an activity centre plan (now called a precinct structure plan) is prepared for the area.

Subiaco Activity Centre Plan (SACP)

The project area covers the entire Subiaco Activity Centre without the Subi East Redevelopment Area (Subiaco Oval and Princess Margaret Hospital sites). Subi East is subject to separate planning controls under the Subiaco Redevelopment Scheme No. 2 which is administered by DevelopmentWA.

The existing Subiaco Activity Centre Plan (SACP) covers the western portion of the Subiaco Activity Centre, including the town centre. The draft North Subiaco Structure Plan (NSSP) covers the Hay Street East precinct between Townshend Road and Thomas Street.

The SACP was approved in November 2017. The draft NSSP was prepared in 2018 but has not been approved by the State Government. Due to changes to the planning frameworks and establishment of the Subi East Redevelopment Area the documents are out of date. Some of the provisions are unclear or lack detail and are therefore difficult to implement. As a result, both documents need to be reviewed.

Note: the SACP is a planning document that guides what type of development can occur in the area. It relies on landowners to decide to redevelop their land or change how they use their property. It does not require landowners to do so if they do not wish.

Aims of the review

The SACP review will result in amendments to the existing SACP to improve its clarity and usability for residents, landowners, applicants, and City officers. Amendments to the SACP will result in one single document for the entire project area.


Stage 1 – preliminary consultation

The City is seeking your views, ideas, values and priorities for the activity centre. We want to hear from you and there are different ways you can be involved. Your feedback will be used to help inform and shape the development provisions for the amended SACP.

To get involved, you can:

  • Read the FAQs to help you understand what the SACP is, how it fits into the wider State and local planning frameworks and what the project is aiming to achieve
  • Download the existing SACP and draft NSSP documents
  • Complete the online survey to contribute your ideas for the precinct
  • Email the City to provide your feedback at city@subiaco.wa.gov.au
