Project update - Streetscape Masterplan
The Rokeby Road South Streetscape Masterplan was approved at the Ordinary Council Meeting on 24 August 2021. The masterplan addresses safety issues on Rokeby Road between Bagot Road and Thomas Street, while also enhancing the existing character and amenity of the precinct.
The City sought further advice from Main Roads WA and the Road Safety commission to make modifications to the draft masterplan in response to matters raised by the community. Read more on the City's website.
Project update - Local Development Plan
The Rokeby Road South Local Development Plan was referred to the Council at the Ordinary Council Meeting on 23 March 2021. Final approval was granted by the Western Australian Planning Commission for specific elements of the plan on 20 April 2021. The LDP was subsequently approved and published on the City's website on 7 May 2021.
About this project
The City of Subiaco understands that good urban design is a balancing act and is committed to undertaking detailed precinct planning in key areas in the City of Subiaco, including Rokeby Road South. In this case the precinct planning process will result in two documents, one to govern the design of the public realm, and another to control the development of private land.
The draft Rokeby Road South Streetscape Masterplan will be used to guide the detailed design upgrade of the streetscape, to improve safety for all road users and enhance the existing character of the precinct. This will include tree placement, intersection design, footpaths, street parking and street furniture.
The Local Development Plan (LDP) deals with the design of buildings on private land. The LDP sets out a customised set of maximum height limits, minimum setbacks and other detailed design guidance for the precinct.
Both the LDP and Streetscape Masterplan were prepared on the basis of a thorough investigation, which included engagement with local businesses, land owners and the local community. A comprehensive planning study of the precinct and its context, and extensive internal and external engagement were also key elements of the development of these draft plans.
For the Streetscape Masterplan, two workshops were held with a community working group. The first workshop was held on 29 November 2017 and was focused on the key ideas and concepts that the group felt the masterplan should address.
The second workshop was held on 5 February 2018 and was used to review the first draft of the masterplan. Further changes were made as a result of the feedback from the second workshop and has resulted in the current version of the Masterplan.
For the LDP, the Urban Design Forum consultation outcomes report (17.9MB) was completed in March 2019 and the urban analysis Rokeby Road South Built Form Study (51.6MB) was completed in May 2019.
The City and Hassell then commenced the process of preparing a draft LDP. A preliminary draft was presented to the City’s Design Review Panel in August 2019 and was subjected to extensive engagement with officers of the Department of Planning, Lands and Heritage.
Public consultation on the draft Streetscape Masterplan and the draft LDP was undertaken concurrently, and concluded on Friday 20 November 2020. Please read the documents in the document library and see the video or the FAQs for more information.

Once complete the Streetscape Masterplan and LDP will provide a holistic vision and detailed design guidance for the future of Rokeby Road South. This will ensure that streetscape upgrades and development projects work together to enhance the elements that people love about the area.
