Rokeby Road South precinct planning

The following was featured in the Subiaco Scene of 8 May 2021.

It is hereby notified for public information, in accordance with clause 55 of Schedule 2 of the Planning and Development (Local Planning Schemes) Regulations 2015 that the Rokeby Road South Local Development Plan (LDP) is approved and published.

The City has been working on plans to coordinate future development of the southern end of Rokeby Road with Council approving the draft Local Development Plan (LDP) at its Ordinary Council Meeting on 23 March 2021.

Modifications were made to the draft LDP in response to matters raised in submissions from the community, including further consideration of heritage-related matters.

The City will now seek final approval for specific elements of the plan from the Western Australian Planning Commission (WAPC)

The Rokeby Road South draft Local Development Plan will be on the agenda at the Ordinary Council Meeting on Tuesday 23 March 2021.

A Council Briefing Forum will be held on 16 March 2021 in the Council Chambers commencing at 5:00pm. This briefing forum is open to members of the public to observe only. Copies of the Briefing Forum agenda, including administration’s recommendations, and attachments are available for viewing on the City’s website www.subiaco.wa.gov.au

Ordinary Council Meetings are open to the public and provide an opportunity for the public to ask questions or make statements. Community members are welcome to attend the meeting on 23 March 2021. Please submit any questions or statements in writing to the Chief Executive Officer prior to 5:00pm on the day before the meeting, by email to city@subiaco.wa.gov.au or hand delivered to the City’s Administration office. The final Council meeting agenda will be available on the City’s website from Friday 19 March 2021.

The City of Subiaco is working on two plans to coordinate future development of the southern end of Rokeby Road.

The State Government has identified the precinct for urban growth – and the City must investigate how to facilitate this.

Two plans have been prepared to help achieve this: the draft Streetscape Masterplan and draft Local Development Plan.

These were developed with extensive community input, including an urban design forum, community working group, community and stakeholder workshops and studies of the precinct.

The streetscape masterplan looks at how the public realm can be enhanced - including road safety, street furniture, public art and pedestrian priority.

The development plan considers private land and looks at building height, set back requirements, design standards and more.

Both plans aim to complement and enhance the special character that already exists in the area.

The proposed plans are now open for comment - see the 'Surveys and Forms' tab. Please provide your feedback before 5pm, Friday 20 November.

The Draft Local Development Plan for Rokeby Road South was considered by Council at its meeting held on 23 June 2020.

At the meeting, Council resolved the following:

1. Pursuant to Schedule 2, Part 6 – Local Development Plans of the Planning and Development (Local Planning Schemes) Regulations 2015, the draft Rokeby Road South Local Development Plan (Attachment 1) is prepared and publicly advertised concurrently with the draft Rokeby Road Streetscape Masterplan for a minimum of 28 days.

2. In relation to the draft Rokeby Road South Local Development Plan, pursuant to clauses 1.2.3 and 1.2.4 of State Planning Policy 7.3 Residential Design Codes Volume 2 – Apartments, Western Australian Planning Commission approval is sought to:

a. amend or replace the acceptable outcomes for the following sections of the Residential Design Codes Volume 2 – Apartments;

1. 3.3 Tree canopy and deep soil areas;
2. 3.5 Visual privacy;
3. 3.9 Car and bicycle parking;
4. 4.4 Private open space and balconies;
5. 4.7 Managing the impact of noise; and
6. 4.12 Landscape design.

b. to augment the Residential Design Codes Volume 2 – Apartments with objectives to guide judgement about the merits of proposals relating to the following aspects of apartment development required by local context:

1. Vertical Land Use Permissibility; and
2. Movement Network - Laneway Widening. The provisions proposed to be amended or replaced will be subject to further Council consideration before they are finalised and come into effect.

The draft Local Development Plan will be advertised concurrently with the Draft Streetscape Masterplan for Rokeby Road South.
