Rokeby Road and Hay Street Heritage Area and draft amended Local Planning Policy 3.6

The City of Subiaco is inviting submissions on a proposal to modify the Rokeby Road and Hay Street Heritage Area and amend Local Planning Policy 3.6 Development Guidelines for the Rokeby Road and Hay Street Heritage Area (LPP 3.6).
The Rokeby Road and Hay Street Heritage Area covers Rokeby Road from Roberts Road to Bagot Road (Nos 1-117 and Nos 10-184 Rokeby Road) and Hay Street from Rokeby Road to the vicinity of Catherine Street (Nos 391-479 Hay Street and Nos 420-474 Hay Street) as shown on Map 1 below.
Background
The heritage area was designated by Council at its OCM on 15 October 2013. The Deemed Provisions of the Planning and Development (Local Planning Schemes) Regulations 2015 require a Local Planning Policy to be developed in support of a heritage area designation. Local Planning Policy 3.6 - Development Guidelines for the Rokeby Road and Hay Street Heritage Area (LPP 3.6) applies to the area and was adopted by Council at its OCM on 24 June 2014 (Item D13).
A review of the 2013 Rokeby Road and Hay Street Heritage Area Assessment and LPP 3.6 has been undertaken to ensure:
- That the heritage values of the area and individual places within the area are accurately identified and recorded;
- That LPP 3.6 meets the requirements of the Deemed Provisions and other changes that have occurred to heritage legislation and the City’s planning framework since the policy was adopted in 2014; and
- That the development provisions in LPP 3.6 are meeting the policy objectives of ensuring the ongoing development of the heritage area while retaining and reinforcing its cultural heritage significance and traditional streetscape character.
Proposed modifications to Heritage Area
The review of the 2013 Heritage Area Assessment included:
- Consideration of any physical changes to the built fabric;
- Incorporation of additional historical research undertaken since 2013; and
- A review of the assessment and management recommendations to ensure that the heritage values of the area and individual places are accurately identified and recorded in a manner consistent with current standards.
The review has resulted in an updated Statement of Significance for the area and proposed changes to the level of contribution a number of properties make to the heritage values of the area. These properties are:

Section 4 of the Rokeby Road and Hay Street Heritage Area Review, outlines the assessment criteria used and the reasons for the proposed changes to the levels of contribution of the above places.
Draft amended Local Planning Policy 3.6
The proposed amendments to LPP 3.6 have been informed by the reviewed heritage area assessment, the requirements of the Deemed Provisions, and a review of the development provisions within the policy to ensure that they continue to meet the policy objectives.
Key amendments to LPP3.6 include:
- General and administrative amendments;
- Amendments resulting from changes to the planning framework;
- Amendments to levels of contribution table as per the recommendations resulting from the review of the 2013 Heritage Area Assessment; and
- Amendments to development provisions including new clauses relating to lighting and outdoor dining structures and further guidance on appropriate techniques for heritage interpretation.
