Why is traffic calming being considered for this section of Nicholson Road?

    The City has had a request for extra parking on Nicholson Road, between Hensman Road and Rosalie Street.

    In addition, the City has received a number of complaints from both motorists and the local community regarding the safety of the pedestrians and motorists on the section of Nicholson Road between Hensman Road and Rosalie Street. These safety concerns were predominantly attributed to the speeding of the vehicles and restricted sightlines at intersections. 

    The City has investigated the matter by collecting traffic data which shows traffic calming could be beneficial to lower the operating speed to improve the safety and amenity of the area.

    How many parking bays will each option create?

    Option 1 will create no new parking bays.

    Option 2 will create 4 new parking bays.

    Options 3, 4 and 5 will create 2 new parking bays.

    What will be the impact on access to properties from the proposed changes?

    There will be no impact to access to properties in the area under options 1, 3, 4, and 5. Option 2 will require drivers to enter the laneway via Nicholson Road and exit by Gloster Street. Options 2 to 5 all include removing a redundant crossover however this will not impact access to the adjoining property.

    What traffic calming treatments are proposed for Nicholson Road?

    Option 3 proposes an additional raised island near Rosalie Street, and a red asphalt median and parking bays.

    Option 4 proposes constructing two low profile raised speed plateaus, one at either end of the block.

    Option 5 proposes a combination of the traffic calming treatments of both options 3 and 4.

    How much does each option cost and is it budgeted?

    Option 1 estimated cost: nil (no changes made to the current streetscape). 

    Option 2 is estimated to cost $15,000.

    Option 3 is estimated to cost $124,000.

    Option 4 is estimated to cost $154,000.

    Option 5 is estimated to cost $170,000.

    There are sufficient funds in the current budget to undertake any of the above options.


    Has the City of Subiaco removed any parking bays from Nicholson Road recently?

    Parking in the area has remained largely unchanged since a parking scheme implemented in 2013 which included no parking either side of the northern laneway to maintain sightlines for vehicles exiting onto Nicholson Road. For over two years there was an issue with two vehicles parking in front of Wholefood Circus which has inadequate space and resulted in the neighbouring crossover being obstructed. Initially a dividing line was removed but the issue continued until a concrete nib was installed in November 2020.

    What are the yellow-striped line markings for?

    The yellow-striped line markings show areas where parking is not permitted due to it blocking sightlines for vehicles exiting the northern laneway and crossover to Perth Party Hire. They were installed in 2020 due to high levels of non-compliance. Under Options 2-5 this line marking is proposed to be removed from the northern side of Nicholson Road. 

    Have you considered safe driving sightlines?

    Yes, safe sightlines for drivers exiting Hensman Road, Rosalie Street and the northern laneway have been considered and each option ensures required sightlines are provided.

    Will any trees be removed to accommodate the streetscape changes?

    No trees will be removed under any of the proposed options.

    Will the installation of raised plateau damage my vehicle when I drive over them?

    No, because of its vertical profile the speed plateau will not damage any bicycles or vehicles travelling at appropriate speeds.

    Will the installation of raised plateau increase traffic noise when people drive over them?

    Traffic noise may increase slightly just before and after the raised plateau. However, this increased noise level is expected to be within acceptable limits and has not been an issue at other locations where a similar treatment has been installed in the City.

    Will the installation of raised plateau impact on response times of emergency vehicles?

    No, the traffic calming measures with low profile are designed to allow the passage of emergency vehicles without major disruptions

    Are these traffic calming methods used anywhere else within the City of Subiaco?

    Raised islands with red asphalt medians and car parking similar to those proposed in options 3 and 5 have been used on Barker Road between Rokeby Road and Axon Street.

    Speed plateaus similar to those proposed in options 4 and 5 have been installed on Hamersley Road near Campbell Street, and Jersey Street between Hay Street and Salvado Road.

    Were dedicated pedestrian crossings such as zebra crossings considered?

    Yes, however the number of pedestrians recorded crossing in the area does not meet Main Roads WA requirements that would allow one to be installed.

    How long will the works take to complete?

    Option 2 would take approximately a day to install.

    Options 3 – 5 would take approximately two weeks to complete with the majority of works done out of hours to minimise impact on businesses, residents and general traffic along Nicholson Road.
